Bury Council – Large HMO
(70742)
The proposal for a Change of use from dwelling (Class C3) and Swim School building (Class E(d)) to 10 no. bed House of Multiple Occupancy (HMO) (Class Sui Generis) to include changes to the fenestration of the pool building; Loft conversion with 2 no. rear dormers to dwelling.
Planning Voice prepared an objection in relation to a planning application for 31 Grosvenor Street, Prestwich, Manchester, referencing application number 70742. The proposal entailed changing the use of a dwelling and swim school building to a 10-bedroom House of Multiple Occupancy (HMO), along with changes to the building’s fenestration and a loft conversion.
Main Issues
An extensive and detailed objection was prepared. The objection raised several concerns centered around residential amenity, character and design, and parking. The proposed HMO was deemed inappropriate for the quiet, family-oriented neighborhood due to its high occupancy, which would likely increase noise and disrupt the community’s character. The existing architectural harmony of Edwardian homes would be compromised by the proposed changes, including rear dormer windows. Furthermore, the site already faced drainage issues, which the development could exacerbate, causing severe repercussions for neighboring properties. Additionally, parking was a significant concern, as the area already struggled with parking availability, and the development would add further pressure, potentially leading to congestion and safety hazards.
Outcome
Refused Application: Following the submission of our detailed planning objection the application was refused!
